If you want the view, pay for the observation deck. Don't bother with the sky bar because its view is extremely limited. We didn't go to the restaurant.
Skip the bar. The view is sensational but there is no air, so it's warm. Also, the service is atrocious. We waiting nearly an hour for cocktails. When we were done and asked for the check we were told that tip wasn't included. UMMMMM.
